The Chinese police did this from time to time. Triads are deeply rooted in H K society so I don't think it's easy to root them out. They also maintain some sort of "underground order" so eradicating them all together might not be a good idea unless the government is fully prepared about what would happen next.

Does any one really think this has made a big dent? The triads and their agents permeate the government and police as well as the rest of society there. I'd bet that the majority of these arrests are targeted against business owners that owe money in kickbacks or have made trouble for the corrupt police.
Since an operation of this size is impossible to keep secret, especially with how corrupt the police are, the triads would have offered up some lower- level associates as sacrifice. These sacrifices would be a mix of those who had made too many mistakes, disliked, or were not profitable enough, and others that would be offered generous payments for their families in exchange for the years in prison.
This is pretty basic for a sophisticated illegal operation.
