The ruling LiberalDemocratic Party is compiling a new set of defense guidelines that would allowJapan’s armed forces, for the first time, to develop offensive capability, andto strike first if an attack appears imminent.

Japan already has oneof the most advanced missile defenses in the world but its collectiveself-defense is prohibited now under the government's interpretation of theConstitution.
The chief of theLDP’s national defense division, Yasuhide Nakayama, said last week that thelatest missile crisis and continuing incursions into Japanese-administeredwaters by Chinese patrol ships have demonstrated the need to alter the currentguidelines.
The new guidelinesare not expected to recommend the development or acquisition of specificweapons systems. However, previous studies sponsored by the LDP have suggestedprocuring sea-based Tomahawk cruise missiles, as well as making use of USintelligence gathering and communications satellites and other technologies.
“When a potentialenemy has started attacking us, then we would start offensive operations totake out their missiles, as well as their missile bases,” says NarushigeMichishita, director of the Security and International Studies Program at theNational Graduate Institute for Policy Studies, in Tokyo.
North Korea conductedits third nuclear weapons test in February and later placed medium-rangeballistic missiles on launch sites facing Japan. The provocative moves wereaccompanied with the threats and invective toward Tokyo, Seoul and Washington.The missiles were removed last month.
Chinese and Japaneserelations have deteriorated since Japan's effective nationalization of theislands in September last year and China has repeatedly sent marinesurveillance ships into waters around the islands to underscore its claim tocontrol the islands as effectively as Japan does.
