BEIJING:For the first time, China has a defence minister who was not in militaryservice during the 1962 war with India. All the earlier defence ministers —including the last three: Liang Guanglie, Fu Quanyou and Zhang Wannian — weremilitary generals serving the People's Liberation Army (PLA) since before thetrans-Himalayan war.

The newminister, Chang Wanquan, joined military service as an ordinary soldier in1968. The son of a farmer, he enlisted in the Communist Party in the same year.
