BEIJING (AP) — Chinahas a new status its government doesn't want — world's biggest trader.
Official Chinese and American trade data indicate China passed the United Stateslast year in total imports and exportsby a margin of $3.866 trillion to $3.822 trillion. That is about $44 billion,or just over 1 percent of China'stotal.
The Commerce Ministryhas taken the unusual step of publicly denying China is the new No. 1. It says China still trailed the U.S. by $15.6billion last year — or a razor-thin 0.3 percent — under World TradeOrganization standards for valuing goods.

Beijing wants to be a global leader but insists it still is a poor country. It is wary of any change that might erode that status and fuel demands foraction to stimulate the global economy or concessions on trade and climatechange.

"I think there is some concern from the Ministry ofCommerce that this might be used as evidence by Western countries that China isnot doing its part to rebalance the global economy," said Xianfang Ren,China analyst for IHS Global Insight.

China's explosive trade growth has abruptly altered global business. Itcreated new opportunities for some but prompted complaints by the United Statesand others over its multibillion-dollar trade surpluses, market barriers andcurrency controls.

In just five years, Chinahas surpassed the United Statesas a trading partner for much of the world, including American allies such as South Korea and Australia, according to anAssociated Press analysis of trade data.

As recently as 2006, the U.S.was the larger trading partner for 127 countries, versus just 70 for China.By 2011 the two had clearly traded places: 124 countries for China, 76 for the U.S.

Trade is especially sensitive amid anxiety over a possibleglobal slowdown. Beijing'strading partners accused it of hampering a recovery from the 2008 crisis byobstructing access to its market.

For 2012, Beijingreported a $231 billion global trade surplus on exports of $2.049 trillion andimports of $1.818 trillion. The United States reported $1.547 trillion in exportsand $2.335 trillion in imports, for a deficit of $788 billion.

The Commerce Ministry's statement last week said a WTOglobal trade report due out this month or in early March would recalculatethose figures and should show China still No. 2.

Also, some commentators have questioned whether China'strade data can be trusted because many companies are believed to misreportimports and exports to avoid taxes or get trade-related payments.

"Of course, it is only a matter of time before Chinabecomes No. 1," said Ren.

Behind the headline numbers, Chinaand the United Statesare drastically different traders.

China is the world's low-cost factory, assembling most of its mobilephones, home appliances and other goods. But its factories need importedtechnology and components. Much of the value of its exports flows to U.S. and European technology suppliers and toproducers of components in Japan,Taiwan, South Korea and Southeast Asia.

That has meant surpluses Asian countries used to run withthe United States wereshifted to China's column inU.S.national accounts.

By contrast, the United States uses its owntechnology and adds more value to goods such as jetliners and factorymachinery. So it keeps a bigger share of the value of its exports.

American workers also are far more productive. A tradegroup, the National Association of Manufacturers, says U.S. factories produce goods worth more than China'smanufacturing output with about one-tenth as many workers.

Over the past decade, Chinapassed the United Statesas the biggest market for autos and mobile phones and became the biggestproducer of steel and ships. It overtook Japan in 2009 as the second-largesteconomy.

China also racked up firsts in more contentious areas as the biggestenergy consumer and producer of climate-changing greenhouse gases. Beijing initially deniedboth changes, possibly out of concern they would add pressure for environmentcontrols it feared might hamper economic growth.

As a developing country, China was exempt from emissionslimits under the Kyoto Protocol aimed at curbing climate change. Some Westerncompanies complained that gave its manufacturers an unfair price advantage.

The huge volume of China's imports makes it a driverof growth for suppliers of goods from iron ore to computer chips, which isstarting to translate into political influence.

Even with growth slower than its double-digit rates of thepast decade, China'sshare of world output and trade is expected to keep rising. Annual growth isforecast at up to 8 percent over the next decade, far above U.S. and European levels.

Chinese leaders are trying to nurture more self-sustainingeconomic growth based on domestic consumption instead of exports. That mightslow demand growth for some raw materials, but China's appetite for other importscould pick up as consumer spending rises.

American workers are more productivebecause they produce 10x as much product value as a Chinese worker? That soundsgood until you also consider that the average American worker is paid more than10x as much as the average Chinese.

the unions were the main key manyindustries moved to a cheaper place to produce. I know many people were wayoverly payed because the unions got a new contract. I have seen many peopleprotected by the unions going to work drunk, late, or just standing arounddoing nothing and the owner of the company could do nothing. I have alwaysfound out if you give a man a good days work he will give you a good days pay, just to keep you.Years ago unions were needed but no more

Try ~25x for the pay for factory workers...salary + benefits ~ $8,500 per month in the US, vs. ~$325/month in China - forskilled labor
You're generally still better off making stuff in the US, but the bean-countersonly see the hourly rates, and not the better productivity, generally betterquality, and other advantages of remaining onshore, like better control ofproprietary information...

@stephen ahh youve hit the mark unions area doubled edged blade and it all comes down to greed. if there is no unioneventually the company will grind down the worker (lowest possible wage and nobenifits, walmart rings a bell). on the other hand a powerfull union will bleedthe company for concessions untill the profitability of the business iscompromised (carrier, gm, and new venture gear processing rings a bell).pasthistory proves company greed and recent history proves union greed. i witnessedthe later kind first hand at new venture gear, there were men there pushingbrooms for 40 dollars an hour. this was not sustainable the company made thisknown and then offered a union vote the company stays and workers accept wagecuts ( not to unlivable levels just down from 40 dollars an hour )or thecompany would move to china.
The union voted unanimously to ship awaythere own jobs. and get this the workers laid off from this collected fatunemployment benfits to the very end because of the clause were you dont haveto take a job for less wages then you were making. tell me whos gonna hire aoverpaid union vet with 20 years experiance broom pushing sorry bub nobody isgoing to pay you 40 dollars an hour to do somthing that a chimp will do for abanana.

The efficiency of American workers equalsto that of China. It is simple math: The price of goods produced by American workers is 10x ofthe price of the same products produced by Chinese workers. As a result,American workers have reasons to claim wages 10 times higher than that of aChinese. The problem is consumers don't want to pay 10 times more for Americanproducts. That leads to the jobs being sent to China.

@Eric, I would love to know where a factoryworker gets $8,500 insalary and benefits. The factories I worked in before I moved to a corporatejob 6 years ago only paid $9-$12 an hour, and that 12 dollar per hour one wasif you were VERY lucky. I still have family in those types of jobs in Georgia, Alabama,Indiana, and Michigan, and none of them makes over 15 anhour, and that is with them being there for over 20 years!

Companies are begining to pull back frommanufacturing in China. There have been some news stories on it but not many. I guess the newsies don'tthink it will sell papers (or eyeball time, or whatever). Why would they moveback? Rising labor costs in Chinaand rising transportation costs (fuel costs) as well as public sentiment in theUS in favor of "made inthe USA."
It's happening. It just takes time to build momentum.

Douglas, higher labor in China by no means mean a return of thosemanufacturing jobs to the US.There is pretty much the rest of the world to go to for companies who sellcheap goods before using expensive US labor.
The reality is, as long as we live in a society where people buy pens by theboxes, clothing runs out of fashion in 3 months, and the next big thing inelectronics happens twice a year, manufacturing will always be done by cheaplabor.
And please consider this, the Chinese did not invent or run this world ofdisposable goods - at best they are the middlemen, at worst exploited muscle.Who are the people designing this springs' fashion? Who are the peopledesigning and marketing the latest must have gadget across TV networks, internetand post?
And on the other end, who are the people who line up at the stores at Easter,Memorial day, labor day, 4th o July, black friday, boxing day (oh I mean week)sales? These are the real players and drivers.

When will we get a president with a set ofball's to limit Chinese import's and FINALLY put OUR people first? It's notfree trade when they pay their people $1 a day and undermine FREEDOM with slavery.

Troop your tax dollars and all American taxpayers have helped make Chinathe largest trader in the world. America is the richest nation inthe world. If the survey was by the nation who owned the company we wound winhands down.

Manufacturers are mostly American companiesor american companies who have contract with the the chinese. China is notthe true economy as we see it, it's the foreigners as Americans who owns andruns it, like Apple, Nike, Walmart, Fredrix and so many others. They go thereor other poor countries for cheap labors and this is the reason why China willremain poor for many years to come. By 20 years the chinese old age populationwill take over the young population, then there will be far fewer workers sincethey will need young workers to take care of them.

FDI and foreign run companies only countsfor 30% of China'stotal GDP, the majority of if are infrastructure buildings by the governmentsand their SOEs. So get off your stupid high horse and start seeing the real China, insteadof your propaganda hating diatribes. America can't even make a pennywithout bankrupting themselves.
