But it was too little too late. The mere first-information report (FIR) had been registered 14 days after the rape.在这个事件发生时，犯罪嫌疑人也刚好被逮捕了，而那3名警察也被解雇了。但是还是太迟了。The suicide note names the rapists and also accuses cops of repeatedly calling her to the police station and asking "uncomfortable" questions.这封绝命书上写有强奸者的姓名，同时还控告这些警察频繁的叫她去警察局问一些让她感到不舒服的问题。It was around 4.30pm on November 13 when Balwinder Singh and Gurpreet Singh (alias Aman) of the adjoining village Baras allegedly abducted Paramjit Kaur. They drugged and raped her repeatedly in a room at a farm tubewell owned by Sandeep Singh in nearby Brahman Majra, before throwing her in an unconscious state near the gurdwara of her village around 9.30pm.据说Balwinder Singh 和 Gurpreet Singh两人在11月13号下午4点半的时候绑架了Paramjit Kaur。在Brahman Majra附近的一个农场的管井里面，两人给这名女性灌药并轮流不断的强奸她，然后在她意识不清的情况下把她扔在了离她村庄不远的一个谒师所(印度锡克教徒的礼拜场所)附近，时间是晚上9点半。She filed a complaint, but that made matters worse. "Cops at the Badshahpur police post used to summon her there alone late in the evening, and then asked her to narrate what had happened, in graphic detail," alleged the victim's elder sister, Gulshan Kaur.他向警方报案，但是这使事情更糟了。“Badshahpur派出所的警察们老是在晚上的时候叫她单独去警局，并要求她简要描述当时发生的事情，而且必须得形象生动。”这名受害者的姐姐如此说道。Meanwhile, the police and the panchayat got busy negotiating a compromise between the two sides, both of whom belong to a Dalit community and are poor labourers.同时，警察和村务委员会在协商如何达成双方的和解，施暴者和受害者都是属于印度的贱民阶层，也都是贫穷的劳动阶层。When the talks fell through on the question of monetary compensation, the police finally registered a rape case on November 27 against Balwinder, Gurpreet, alias Aman, and Sandeep, and also against a woman called Shinderpal Kaur for having aided the abduction.这些协商终究在金钱赔偿上没能达成一致，直到这时警方才正式的在11月27号对Balwinder, Gurpreet, alias Aman, Sandeep, 以及一名据说协助了绑架的妇女Shinderpal Kaur进行立案调查。However, as no arrests were made, the accused not only harassed the victim and her family, but also started issuing open threats. Hounded, the girl shifted to her aunt's house in nearby Samana town on November 29. "Since the rapists started harassing her at Samana too, she consumed some poisonous substance around 5pm on Wednesday, and died at Government Rajindra Hospital in Patiala late at night," the victim's mother Surjit Kaur told HT.可是，由于没有对嫌疑人采取实际的行动，所以这些嫌疑人不仅不断的骚扰受害者和其家庭，而且还公开的威胁他们。所以这名受害者在11月29号的时候搬到了附近她阿姨的家里。“在搬到阿姨家里以后，这些嫌疑人还是不断的去骚扰她，所以在周三凌晨5点的时候，他服用了一些毒药自杀了，并且在当天傍晚的时候在医院里死亡。”这名受害者的妈妈这样告诉记者。The suicide note reads: "Balwinder, Aman te Shinderpal Kaur, ene tinna ne mil ke meri zindagi barbaad kar ditti." It says Balwinder, Aman (Gurpreet's alias) and Shinderpal Kaur, three of the accused, had ganged up and ruined her life. It also charges the police with harassment.受害者的绝命书上写着：“ Balwinder, Aman te Shinderpal Kaur, ene tinna ne mil ke meri zindagi barbaad kar ditti.”意思是说，Balwinder, Aman (Gurpreet's alias) 和Shinderpal Kaur，这三个人联合起来把她的生活给毁了。她还控告警方骚扰她。Though many aspects in the case are yet to come, it is learnt that the family of the suicide victim and the accused were trying to hammer out a compromise formula after the accused gangraped her.虽然这个事件的很多细节还有待了解，但是据说受害者家人和嫌疑人在轮奸发生后，就已经私下里在努力达成和解。Between November 13 and 27 the negotiations for compromise were going on at the village level and many locals including the few Panchayat members on few occasions had come to the Gagga SHO requesting compromise between the two parties citing that both parties belong to poor dalit class.
